Are solar panels allowed in your HOA?

My parents just dismantled their solar panels on their home.  They have had them up for over 30 years, and with their aging roof the solar panels eventually became the site of leaks into my childhood bedroom.  They will re-purpose some of their solar panels to make a greenhouse for the ever-growing garden.  Today, solar technology is becoming more commonplace as they are used in suburban housing, streetlights, and landscaping.  

However, if you are in an HOA and want to installing solar panels, you might have a problem.  The article below cites recent news regarding HOAs denying homeowners the right to install solar panels on their homes.

This is unfair Solar Panel should be allow in HOAs, it is environment friendly way of getting energy.
