This is such a cool idea, I thought about trying to figure a way to use rainwater to brew with too. Good luck with it.
Yet an other example of big government not giving a **** about the environment.
BUT, if it were required for rain barrel owners to have a rain barrel license, to register their barrels, and to have them inspected once a year, I'm sure it would be okay then. "How it's good for the State" indeed, especially if it were up to individuals to pay for all of the above (and to fork over tax money to pay for the new Department of Rainwater which would no doubt pop up.)
