Add black beans to mixing bowl with egg. Mash until a thick chunk paste forms, about 3 minutes.
Combine onion, garlic and green pepper in food processor. Whiz until finely chopped, about 30 seconds. Pour ingredients into mixing bowl.
Season ingredients by adding cumin, salt, pepper, garlic-chili paste. Then add breadcrumbs. Fold until ingredients are evenly distributed in the mix. Mold equal sized patties, about 3/4 of an inch thick.
Place patties on baking sheet and place sheet on lower rack of oven. Bake for 10 minutes, flip and bake for an additional 10 to 15 minutes. Plate and serve with condiments of your choice.
