I refer so often to cap-and-trade but I have never taken a crack at explaining it. Fortunately for me, we have Hank Green doing his mile-a-minute intro to carbon legislation ... how it works and its potential pitfalls:

Instead of government just dictating term and collecting money how about if they are required to invest the collected money into technology that lowers pollution that is the problem?

We can't just "hope" cap and trade will work. The science does not support it, and it will have disastrous effects on the economy, including increased electricity rates and job loss. http://tinyurl.com/klfut8

Increased electricity rates will lead to less electricity consumption - which is a good thing. Look at Europe, rates are much higher there and, interestingly, there was no disastrous effect.
