Obama gave the first official presidential speech on climate change, highlighting some of this achievements in the past 9 months and pledging to put his full weight behind the pressing need for action on climate change. Watch the speech (above).

But as Obama was in New York beginning "a new era of engagement" with the global community on climate change, elected leaders on Capitol Hill were busy creating preemptive legislation that would limit the power of the EPA in its regulatory abilities.
