The Hibernia oil platform
, in the middle of the historically-rich Grand Banks fishing grounds in the Atlantic off Newfoundland, strikes oil. The find raises economic hopes for Newfoundland, still reeling from the collapse and closure of its main fisheries, but also raises concerns about offshore oil safety. Fifteen years earlier, the Ocean Ranger rig toppled in a fierce winter storm, killing all 84 aboard.
