John McCain introduces legislation to address greenhouse gas emissions, and the Stern Report is published.

John McCain in 2003Oct. 30, 1980: A presidential commission chaired by Dartmouth College President John Kemeny finds that a combination of human error, management failures and mechanical flaws had caused the near-meltdown at Pennsylvania's Three Mile Island nuclear power plant a year and a half earlier.
 
Oct. 30, 2003: A bill to limit greenhouse gas emissions is introduced and brought to the floor of the U.S. Senate by Republican John McCain of Arizona (at right) and Democrat Joe Lieberman of Connecticut. The measure fails. Seven years later, faced with a stiff re-election challenge, Sen. McCain opposes any and all climate legislation.
 
Oct. 30, 2006: The Stern Report, projecting major global security impacts from climate change, is published in London for the U.K. government.
 
Oct. 30, 2011:  Danica May Camacho is born in the Phillippines.  The United Nations symbolically designated her as the world’s seven-billionth resident.
