Australian Prime Minister Kevin Rudd has called climate change "the greatest moral, economic and social challenge of our time." His first act after taking office in 2007 was to sign the Kyoto Protocol, and he still hopes to roll out an ambitious greenhouse-gas emissions trading scheme in 2011, even though it was defeated last month in Australia's parliament.
