CanadaPrime Minister Stephen Harper is often the target of protests over Canada's oil sands industry, which has helped raise the country's greenhouse gas emissions by roughly 29 million tons per year since Harper took office in 2006. Oil sands have become a sticking point in Canadian-U.S. relations, since the heavy-polluting industry also is the largest foreign supplier of U.S. oil.
