President Nicolas Sarkozy has been a leading advocate for tougher caps on greenhouse gas emissions since taking office in May 2007, and earlier this month announced France's first carbon tax — beginning in 2010, it will tax 17 euros ($25) per ton of carbon dioxide emitted.
