Much like Chinese President Hu Jintao, Indian Prime Minister Manmohan Singh is faced with both modernizing a fast-growing country (nearly 1.2 billion people) and limiting its greenhouse gas emissions (No. 4 worldwide and rising). Also like Hu, Singh insists that since Western countries emitted much of the CO2 now in the atmosphere, they should bear the economic brunt of solving the problem.
