When Indonesian President Susilo Bambang Yudhoyono hosted a U.N. climate change summit in Bali two years ago, he called on all countries to cut back on greenhouse gas emissions. While he repeated the mantra of "common but differentiated responsibilities" often trumpeted by developing nations, he also emphasized the importance of "synergic action" — all the world's countries acting together to combat climate change.
