Sweden holds the presidency of the Council of the European Union until December, with Cecilia Malmström serving as the country's minister of EU affairs. The EU has traditionally taken an aggressive stance toward cutting its member countries' greenhouse gas emissions, and 15 of its members are on track to meet their emissions targets under the Kyoto Protocol. In January, Spain will take over the council's presidency.
