College students across the country breathed a sigh of relief last week when President Obama signed HR 4348, which prevented student loan interest rates from doubling. The same bill will also keep construction workers employed on infrastructure rebuilding projects across the country. This important piece of legislation was months in the making and so President Obama took the time to dedicate this week’s presidential address to HR 4348.
