Alternative Energy, Green Building
Update: Thanks to everyone who participated in the panel discussion and to those who submitted questions.
The complete panel session is avilable below.

On Nov. 1, 2011, MNN hosted a live panel discussion in Washington, D.C. during the 2011 GreenGov Symposium. Dr. Heidi Cullen, MNN Board of Advisors member and director of communications and senior research scientist for Climate Central, moderated the discussion featuring members of the Obama administration who discussed energy security, green fleets, green jobs, the future of the federal sustainability efforts, and more.

About the panelists:
Jonathan Powers is the special advisor on energy in the Office of the Assistant Secretary of the Army (Installations, Energy, and Environment) and director of outreach for the Energy Initiatives Task Force. Prior to his current position, Jon served as chief operating officer at the Truman National Security Project where he directed an energy security program, Operation Free. In this position he wrote extensively about the development of energy within the Defense Department and testified to the U.S. Senate Committee on Environment and Public Works on the national security implications of the nation's energy posture. Jon also served for four years as an officer in the U.S. Army, including a 15-month tour in Iraq with the 1st Armored Division as part of Operation Iraqi Freedom I.

Brian Deese works at the National Economic Council and is special assistant to the president for economic policy. Previously, he served as a member of the Economic Policy Working Group for the Obama-Biden transition. He emerged as "one of the most influential voices" in the Obama administration relative to the auto industry, specifically the Chrysler and GM workouts. Before joining the transition team, he was deputy economic policy director for the 2008 Obama presidential campaign and, before that, for Gene Sperling in the 2008 Clinton campaign. Deese graduated from Middlebury College in 2000 with a degree in political science and from Yale Law School in 2009. Previously, he was a senior policy analyst for economic policy at the Center for American Progress.

Michelle Moore is the Obama administration’s federal environmental executive, and is responsible for promoting sustainability and environmental stewardship throughout the federal government’s operations. Housed within the White House Council on Environmental Quality, the Office of the Federal Environmental Executive was created by executive order in 1993. The office leads the implementation of President Obama’s Executive Order on Federal Sustainability (EO 13514) and the GreenGov initiative, working collaboratively with the Office of Management and Budget and each of the federal agencies.

Prior to joining CEQ, Michelle was senior vice president of policy and public affairs at the U.S. Green Building Council, a nonprofit organization that developed and oversees the LEED certification system. During her tenure, she created partnerships and programs that helped to grow green building to a mainstream movement with more than 6 billion square feet of registered and certified green buildings in more than 90 countries. Her prior experience includes serving as director of eBusiness for Interface Inc., and launching a tech start-up in the design industry. Michelle holds a master’s of science in foreign service from Georgetown University and a bachelor of arts from Emory University.

Michael Robertson serves as an adviser to the administrator, with particular emphasis on furthering the Obama administration's agenda at the General Services Administration, or GSA. He works with client agencies and the White House to ensure that GSA finds creative and collaborative ways to be a leader in sustainability, open government, recovery and responsible acquisitions. Beginning August 2009, Robertson served as associate administrator of governmentwide policy and chief acquisition officer for GSA. As head of the Office of Governmentwide Policy, he worked to develop and evaluate policies for management of the federal government’s internal operations. In addition, as chief acquisition officer, Robertson was responsible for developing and reviewing acquisition policies, procedures, and related training for GSA and federal acquisition professionals. He also served as the functional manager of GSA's acquisition workforce. Robertson began his service with GSA in early 2009, when he was appointed as White House liaison. Before coming to GSA, Robertson served as the deputy working group lead for the energy and environment agency review team on the Obama-Biden Transition Project. Immediately prior to that, he served the Obama for America presidential campaign as the primary point person for securing endorsements and superdelegate support from House and Senate members.

Rachel Tronstein: In her role at the Department of Energy, Rachel focuses on how to make renewables cost-competitive with traditional forms of electricity in the near term. She joined the DOE in early 2009, first working in the Policy International Office with an emphasis on U.S.-China clean energy cooperation. Before coming to the DOE, Rachel worked at the Clinton Global Initiative in New York as the commitments senior manager focusing on clean energy. Rachel has a masters of science from the London School of Economics, and a bachelor of arts with honors from the University of Michigan, where she was president of the undergraduate student body.

About the Council on Environmental Quality:
The Council on Environmental Quality (CEQ) coordinates federal environmental efforts and works closely with agencies and other White House offices to develop environmental policies and initiatives. CEQ was established within the Executive Office of the president by Congress as part of the National Environmental Policy Act of 1969 (NEPA) and additional responsibilities were provided by the Environmental Quality Improvement Act of 1970.

About GreenGov Symposium:
GreenGov Symposium aims to bring together leaders from government, the private sector, nonprofits and academia to identify opportunities to create jobs, grow clean energy industries, and curb pollution by greening the federal government. It will be held in Washington, D.C., on Oct. 31 through Nov. 2, 2011. This year's event will be co-sponsored by CEQ and the Association of Climate Change Officers (ACCO).

I'm convinced that there is a small cabal out there that is convvinced that Solar ois rhe greates gold mine since Ponzi. All over the world solar is succeeding at a phenomonal rate, and in this country, no matter how advanced the companies, or how much they produce, they all go bankrupt, mostly after getting a big loan. Is aqnybody paying attention to this? 1/2d

What is the administration doing to hasten our converting our power grid to decentralized solar power and other alternative forms of energy? Particularly, as Germany and china are well on their way. Also, what is the administration doing to require battery powered cars, given TESLA is getting 250 to 300 mile per charge in relation to the miniscule miles the US auto industry is obtaining? Are we going to attack global warming and put this 1800's technology and our dependence on oil back into extinction

added a 6.2 KwH system of photovoltaic panels and a 100-gallon two panel Thermal hot water system to my house two years ago. I took out a short term loan (one year interest free same-as-cash loan) with the understanding that I was going to wrap it into a refi of my mortgage, a V.A. mortgage. I got back a 50% of my outlay from a state rebate. I am not qualified for the federal 30% tax credit because I am a disabled veteran and my monies are not taxed.Regardless I was assured that I would get at
.... More
least half the cost in added appraised value to my home. In trying to refi my loan, I was told by the appraiser that the solar work and other energy efficient improvements(spray foam insulation in the attic and under the floor plus cellulose in the walls) add no value to my house since there are no comps with the same improvements. I am unable to refi the house and am having to pay an additional $782 for the work done. Are there any lenders who specialize in this type of refi? I have been to over a dozen banks, some credit unions and asked the V.A for insight but am turned away from all. My credit rating is strong(740 range) and I have no late payments on ANYTHING but need some relief. I would not have done this in hindsight. I have a 1200 sq/ft house and my HERS score is 10...my total electric bill for any 12 month period is less than $400...my gas is also just under $400. Any help? sincerely, Joseph R. Thorium reactors show so much promise. What can we do in the US to encourage the development of this incredibly clean, safe, and abundant fuel source before the new dirty reactors get built?

Speaking of natural disasters, I live in eastern NC and have been trying to figure out a way for Federal and local groups to encourage energy effieciency upgrades of home and buildings through incentives or other methods. Any suggestions as to where to start?

Are there plans to make the Government's sustainability efforts interface with the public so that the Government's sustainability infrastructure will help improve availability, cost and feasibility for the areas where it is being implemented for everyone?

Bill Gates is promoting nuclear power for the 21st century. New technoligies are available that no longer require fuel rods to cool the reactor, making for safer disposal and risk of accidents. When will we see more of these ideas become real?

Hopefully the US government will also take a hard look at the health risks of biomass/wood burning. The use of wood stoves and wood fireplaces in residential areas is a serious public health issue that affects many people, by polluting the air inside and around their own homes. Hopefully the EPA will seriously reconsider its problematic practice of approving wood stove emissions. Even a new 'certified' wood stove emits at least 100-150 times more harmful particle pollution than a standard gas
.... More
or even an oil furnace. The EPA's current program forces people to breathe wood stove emissions if they live near a neighbor who uses wood as heating fuel, and in a neighborhood or community, when more than one wood stove is installed, these harmful wood smoke emissions are multiplied. As the American Lung Association advises, people should avoid burning wood in homes where less polluting alternatives are available. Will US federal and state governments move toward policies that support clean, wood smoke-free air, for better public health?

There are many cities that make home gardens illegal. They claim contaminants from pesticides and fertilizers may get into the sewage system. That claim was not well thought out. Most people that choose home gardening use natural fertilizers and don't use pesticides. The First Lady has a garden at the White House so we assume she knows the importance of growing your own food. What will the Obama administration do to influence local govt to repeal laws that make it criminal to have a home garden?

Two things; stop destroying the Earth, stop destroying the Earth. Solar energy is affordable in India so lets do that. Organic Gardening should be subsidized, not toxic instudrial agriculture. If these two things don't happen you may find the United States in the middle of civil unrest. We are currently boycotting overuse of oil energy and industrial agriculture and we are taking further steps to get you boys in the White House straightened out; the dollar is our control and we will withhold
.... More
it if we have to.

Since the conservatives say the government doesn't create jobs I am curious why no one ever challenges that idea by reminding people that the government created the Internet via univserities, which has created more jobs that any other industry over the decades. Or that the government created the interstate highway system under Eisenhower (as Republican) and in doing so has helped create hundreds of millions of jobs because highways bring buses, trucks and cars with goods and customers. Or that
.... More
government played a huge role in the aerospace industry and one need only look up when a plane is overhead to see this. So this being the case why shouldnt the government play a role in the next step, by helping make this country a solar, wind and non petro based energy country? If it was good enough for my elders its good enough for me.

Our Question:

Considering the fact that PROJECTS are what drive green energy, energy saving, pollution-reduction, efforts, what can be done to put sustainability in the forefront of the minds of the project managers of the nation so that they are motivated, capable, and energized to run such projects?

I'm sure the Keystone XL pipeline would create some temporary jobs, but wouldn't the oil sands also offset demand for renewable power sources in the long term?
