If nanny must take care of us, then nanny must know best. It's that simple. Leftists keep yowling and puling about "fascism", but what they fear is so easy to avoid. Blatant militaristic totalitarianism is far less of a long-term individual liberty and personal rights than is the paternalistic approach. Little by little, bit by bit, our rights will be exterminated in the name of "public health". Eventually, it will be "public mental health", and we will have to submit to employers' and governments' ideas of "appropriate" thoughts. You laugh now, but people laughed a few years ago at the idea that events like those mentioned in the article could occur, too. All in the name of "public health". And, Tommy-boy, the smoking at your workplace did not cause the goofing off. Who could be so stupid as to believe that? The smoking was simply a convenient excuse to get away with goofing off. If smoking were prohibited, the lazy bums would have found a different excuse.
