Right, but what it means is that businesses and people who rely on daylight would have to shift their operating hours by season. If they started work at 7am in the summer, they would have to start at 8 am in the winter, etc. This is actually how...
The costs less argument is only good in certain areas of the country. If I want to go from Houston to the west coast (by any route), it actually costs more than no frills flying.
Not sure how you think it is the US bucking the global system. There are a lot of countries that have similar systems in place.
