Dizzy is correct. English Ivy is toxic to both dogs and cats. It's also toxic to horses.

Many rating systems dont rate plants based on what is worst, but what is highest priority, taking into account what is also feasible. English Ivy is one of those that can be so pervasive that it will never be controlled.
Find a different plant.

Actually, it is not true that it is illegal to sell English Ivy in Washington. It is only listed as a "Class C" Noxious Weed (the lowest designation). And then, only specific cultivars are included: http://www.nwcb.wa.gov/documents/weed%20lists/State%20Weed%20List%202009... The sale of Class C Noxious Weeds is not prohibited statewide, although local goverments have authority to further regulate based on inclusion on the list.
