The Wall Street Journal has it: Conservative Sen. John Barrasso of Wyoming is behind the blocks of President Obamas nominations to fill the EPA Administrator and White House Council on Environmental Quality chair.
President Obama put Lisa P. Jackson, the former environmental chief of New Jersey, up for the top spot at the EPA and nominated Nancy H. Sutley for chair of the White House Council on Environmental Quality.
